A reduced share is one option. With Adult 1.0 and Kid 0.5, a family of 2 adults and 2 kids counts as 3.0, so out of $640 in catering shared by families totaling 8.0 they pay $240. Toddlers can be set to 0.
Decorations, lights and the hall don't depend on how many people each family brings, so per family is often simpler. Use "Change shares for this payment only" on those payments to give each family 1.0, while food keeps the adult and kid ratios.
If the families want to host them, add a Guest category at 0. Their share is spread across everyone else, and anything they buy for the party is still credited back to them.
Record each $50 with "Give to Organizer" and choose "Organizer pays" for sweets or decorations bought from that money. The settlement shows any leftover to return or any shortfall to collect.
Log them with only those families under "Target Members". Families without kids aren't charged for them.
Duplicate last year's event from the history on the home page to keep the families and categories. If you'd like the host to pay a little less, add a Special Rule such as "Host -$30".
